The pop-up mechanism is often used to display malicious and unwanted messages from web sites advising you (falsely) that your phone is hacked or in need of some other action. These often ask you to download an app to "fix" the problem, but this often makes things worse or requires payment, which is often some sort of subscription.
You can block pop-ups from web sites in Safari by following these steps...
Open the "Settings" app. Scroll to the bottom and tap "Apps". Scroll down to "Safari" and tap it. Scroll down to the "Block Pop-ups" setting. Switch it on (tap it so it is green). Close the Settings app.
