To transfer a Windows partition using BootCamp to a new disk...
Use Winclone Pro 5.7.6 on Mac OS X 10.11
Connect a large disk in HFS format
Use Winclone to create an image on the new disk (takes hours!)
Use DiskUtility to partition the new disk (make windows partition FAT32)
Boot from recovery disk (boot with command R) to disable SIP on the 10.11 machine.
Use terminal and enter: csrutil disable
Use Winclone to restore the image to the new FAT32 volume
